What Are Colorado State Payroll Taxes?

Colorado manages state payroll taxes through the Colorado Department of Revenue (DOR). Employers are required to create a Withholding Account through (DOR).

Colorado manages Unemployment Insurance through the Department of Labor and Employment (DLE). Employers are required to create an account to pay Unemployment Insurance through DLE.

What is an Occupational Privilege Tax (OPT)?

Five Colorado cities require employees and employers to pay an additional Occupational Privilege Tax (OPT) per employee working in the following cities:

  1. Aurora
  2. Denver
  3. Glendale
  4. Greenwood Village
  5. Sheridan

Each city sets its own flat rate based on a city-determined income threshold. The tax is paid by the employee and the employer monthly. The tax is based on where the employee performs the work, not where the employee lives. OPTs are paid through the city’s tax department.

What is Colorado Unemployment Insurance Tax?

Unemployment Insurance Tax (UI) is a federal program that provides temporary payments to workers that are unemployed, and this employment status is not based on their own actions. Colorado employers are required to pay premiums through a quarterly premium report and wage-report process. Employers are required to pay unemployment insurance premiums if any employee’s wages reach a certain threshold which varies by year—for 2021, that threshold is $13,600. UI for domestic employers, nonprofit corporations, and agricultural employers has different liability criteria.

Am I Required to Register for Colorado Payroll Taxes?

All businesses employing workers residing in Colorado must register for payroll taxes and Unemployment Insurance.

What Kind Information Do I Need for Registration in Colorado?

  • Name and Social Security number of all responsible parties
  • Doing Business As (DBA), if applicable
  • Physical business address and mailing address

  • Valid email address (contact person and business)
  • Date of first payroll when wages exceed $100
  • Nine-digit federal Employer Identification Number (EIN)

What is an Employer Payroll Tax Account Number?

Once CorpNet registers your business with the Colorado Department of Revenue and the Colorado Department of Labor and Employment, you will be issued an eight-digit CO DOR Withholding Account Number and a nine-digit CO DLE Unemployment Insurance Account Number.

These account numbers are required for all employer interactions to ensure your account is accurate. You must provide your account numbers when filing returns and making deposits in all electronic and paper filings.

What if I Don’t Have an EIN?

An EIN is a Federal Tax Identification Number provided by the IRS. If you do not have an EIN already, CorpNet can obtain one for you via their FTIN service.

What is an Employer Payroll Tax Account Number?

Once CorpNet registers your business with the EDD, you will be issued an eight-digit Employer Payroll Tax Account Number that look like 000-0000-0. This is also referred to as a State Employer Identification Number, SEIN, or state ID number.

Your employer payroll tax account number is required for all EDD interactions to ensure your account is accurate. You must provide your employer payroll tax account number when filing returns and making deposits in all electronic and paper filings.
